Der Beitrag der deutschen Entwicklungszusammenarbeit zur Entschärfung der Flüchtlings- und Migrationsproblematik

Abstract

Im Mittelpunkt der Dissertation steht der Beitrag der deutschen Entwicklungszusammenarbeit in ihrem internationalen Kontext zur Entschärfung der Flüchtlings- und Migrati-onsproblematik. Der Zusammenhang wird am Beispiel des zentralamerikanischen Landes Guatemala und insbesondere anhand der jüngsten kriegerischen Auseinandersetzungen dort untersucht. Dabei stehen die drei Themenfelder Ursachen erzwungener Migration, Fluchtfolgen (im Aufnahmeland Mexiko) und Reintegration der entwurzelten Bevölkerung im Zentrum der Analyse.<br /> Dazu werden die Auswirkungen ausgewählter Projekte der bilateralen, multilateralen und supranationalen Entwicklungszusammenarbeit hinsichtlich der Migrationsproblematik in Guatemala analysiert. Abschließend erfolgt die Untersuchung der spezifischen Ergebnisse der Länderstudie auf ihre länderübergreifende Relevanz sowie die Vorstellung praxisorientierter Empfehlungen für die zukünftige entwicklungspolitische Zusammenarbeit mit Guatemala.

Central to this dissertation is a far-reaching analysis of the contribution of German develop-ment assistance to reducing refugee and migration problems. Applying this to an international setting, the research employs the Central American country of Guatemala and its recent in-digenous armed conflict to serve as background for the analysis, highlighting three different areas for study: the underlying causes of forced migration; the consequences of refugee flows to the major destination countries (Mexico); and the problems associated with the reintegra-tion of the uprooted population.<br /> The study focuses on selected projects of the bilateral, multilateral, and supranational devel-opment co-operation problem in Guatemala. The results of this case study analysis are evaluated as to their relevance on an international scale. Policy recommendations are then offered for future co-operation between Germany and Guatemala.
