Management by Key Performance Indicators in municipal offices of land-registry and surveying in North Rhine-Westphalia
The topic of the research project is the utilisation of Key Performance Indicators in municipal offices of land-registry and surveying in North Rhine Westphalia (NRW). The aim of the investigation is to analyse existing systems, to reveal deficits and on this basis to build up the development of a new, optimised KPI-management. For this purpose, the existing KPI-concepts of six offices of land-registry and surveying in NRW and three intermunicipal KPI-concepts in the state of NRW were analysed. Furthermore, the management by KPIs of the governmental administration of land-registry and surveying in Lower Saxony were examined. The analysis of the existing KPI-concepts has revealed that process changes and innovations are often only triggered by intermunicipal comparisons. This means that a regular statewide comparison between the offices of land-registry and surveying in NRW is necessary. Moreover, it may be noted that efforts are concentrated too intensively on the development of the indicator set. Management by KPIs can only lead to an increased efficiency and effectiveness if KPIs are planned, evaluated, commented, reported and used in the target agreements. Therefore the utilisation of KPIs in management processes such as planning, controlling, reporting and the conclusion of target agreements should be intensified in the offices of land-registry and surveying. The second aim of the examination was the development of a new KPI-concept in which the existing deficits are eliminated. To achieve this, a KPI-concept on two levels was developed. In the KPI-concept of Level I, uniform KPIs are collected throughout the state annually whereby intermunicipal comparisons become possible. Addressees are primarily the heads of department and of the offices in charge of land-registry and surveying who can better appraise the performance of their offices by using regular comparative values. The set of KPIs of Level I is made up of aggregated KPIs and productrelated volume frameworks. With regard to the responsibility for the layout of the model and the evaluation of this transstate system various possibilities are conceivable. The KPIs of Level I are to reveal an appraisal benchmark for own performances and to reveal the necessity to take action, to investigate them respectively. At Level II an intraadministration KPI-concept is recommended in which KPIs for efficiency and effectiveness are collected. The prerequisite is a sufficiently detailed cost accounting and suitable time recording of staff. The figures are to support management staff in the offices of land-registry and surveying in steering and management. The integration of the KPIs in an extensive planning, controlling and reporting process is of particular importance. In addition, the KPIs of Level II are to serve as basis for target agreements and performancerelated payment according to new collective wage agreements for civil services. To avoid data graveyards, management should concentrate on few data, however to then systematically apply them in control all the way to evaluation of the level of target performance achievement.
