dc.description.abstract | Mit der Darstellung des Entwicklungspotentials der typischen polnischen Familienbetriebe werden Chancen, Gefahren und mögliche ökonomische Verluste oder Gewinne des EU-Beitritts geschildert. Es werden zwei Betriebsmodelle erstellt: ein Betrieb auf einem guten Standort und ein Betrieb auf einem schlechten Standort. Den ersten Schwerpunkt stellt die Politikanalyse, den zweiten die Verhaltensanalyse dar. Beide werden als Kombinationen von Varianten zusammengebunden. Zu den untersuchten Politikvarianten gehören: kein EU-Beitritt als Referenzszenario oder ein EU-Beitritt mit 100%, 50% bzw. 25% der Direktzahlungen. Zu den Verhaltensvarianten gehören eine konservative, eine progressive und eine sehr progressive Verhaltensweise des Betriebsleiters. Das Problem wird mit der Methode der Linearen Programmierung gelöst. Es werden zuerst zwei bis maximal acht Leistungsniveaus für jedes pflanzliche und tierische Produktionsverfahren ausgerechnet, deren Kennzahlen-Basis von Zeitreihen, Demonstrationen und Versuchen polnischer Beratungsstellen stammt. Die Auswahl der Produktivität in den einzelnen Modellen erfolgt entsprechend der Verhaltensweise des Landwirtes. Die Ergebnisse zeigen die optimale Organisation der Betriebe nach fünf Jahren - also im Jahre 2005. Für einen progressiven Landwirt ist die Milchproduktion die attraktivste Richtung für beide Standorte nach dem EU-Beitritt. Die Betriebe auf den beiden Standorten pachten zusätzlich Futterfläche zu, bauen einen Kuhstall und erweitern die Kuhbestände um Hochleistungskühe (bis auf ca. 30 bzw. 40 Stück). Für die Politikgestaltung zeigt sich, dass die Verteilung der Milchquoten relevanter ist als die Höhe der Direktzahlungen. Nach der Bestimmung der optimalen Produktionsrichtung wurde die Finanzierung der Milchproduktion in den progressiven Betrieben analysiert. Es wurden zwei polnische verbilligte Kreditlinien geprüft: „Mƚody rolnik“ (de. Junglandwirt), und „Rolnik“ (de. Landwirt), sowie ein kommerzieller Referenzkredit. Die Ergebnisse stellen die Rentabilität, Stabilität und Liquidität in den ersten sieben Jahren nach der Durchführung der Investition dar. Sie zeigen, dass die polnischen Kredite ökonomisch lukratitiv sind. Die Finanzierung auf der Basis des kommerziellen Kredits erweist sich je nach Variante auch als möglich. | |
dc.description.abstract | Development perspectives of Polish family farms under the influence of the European Union accession : A model analysis for typical farms With the representation of the development potential of the typical Polish family farms chances, dangers and economic losses or profits of the European Union accession are described. Two operating models are built: on a good location (good soil quality, 15 ha, 4 milk cows - 3900 kg milk/cow/year, 2 sows) and a poor location (poor soil quality, 16 ha, 4 cows - 4900 kg milk/cow/year, 6 sows). The first emphasis was on the politics analysis and second one the analysis of the farmers behavior. Both are tied together as combinations of variants. To the examined policy scenarios belong: no accession as reference scenario or an accession with 100%, 50% and 25% of the direct payments respectively. To the behavior variants belong: a conservative, a progressive and a very progressive. The problem is solved with the method of "linear programming". Up to eight levels of productivity for each plant and animal activity are calculated, which basis of figures comes from statistic series, demonstrations and experiments of the advisory boards. The selection of the model’s structure was determinate to the appropriate behavior of the farmer. The results show the optimal organization of the farms after five years - thus in the year 2005 (population structure of animals and cropping structure, income, contribution of cost and of direct payment and lease prices). The milk production is economically the most attractive direction of production for both locations mentioned above for the progressive farmer toward the European Union accession. The farms on the two locations lease additionally fodder land of up to 30 and 31 ha respectively build a cow stable and buy the high performance cows (extension up to approx. 30 and 40 respectively). For the politics making the distribution of the milk quotas is more relevantly than the level of the direct payments. After the determination of the production direction the financing of the milk production was analyzed in the progressive farms. Two Polish reduced credits were examined: "Mƚody rolnik" (EN. young farmer), and "Rolnik" (EN. farmer), as well as a commercial reference credit. The results concern profitability, stability and the liquidity in the first seven years after the investment from 2005 to 2011. The results show that the Polish credits are economically lucrative. The financing on the basis of the commercial credit also proves possible depending upon the chosen variant. | |
